			<content:encoded><![CDATA[<p>Typhoon Pedring (Nesat) left Php 14.9 billion in damages to agriculture and infrastructure, surpassing the Php 12.3 billion in damages wrought by Typhoon Ondoy in 2009, the National Disaster Risk Reduction and Management Council said.</p>
<p>NDRRMC reported 12.7 billion damage to agriculture (crops, livestock, fisheries) and 2.1 billion in infrastructures (schools, hospitals, roads, bridges).</p>
<p>Five provinces, eight cities and five municipalities were declared under state of calamity. These were the provinces in Quirino, Isabela, Nueva Ecija, Nueva Vizcaya and Cavite. The cities under state of calamity were Santiago in Isabela, Tuguegara in Cagayan, Meycauayan in Bulacan, Olongapo in Zambales, Tarlac in Tarlac, and Malabon, Navotas and Marikina in Metro Manila.</p>
<p>The number of people killed has also increased to 83, with 73 more injured, and 20 others missing. A total of 3 million people were affected, or 651,889 families in 3,545 barangays in 35 provinces.</p>
<p>Typhoon Quiel (Nalgae), which followed soon after Pedring, brought more rains and floods.</p>

<p>Mina started out as a Low Pressure Area in the Visayas Region on August 21, and gradually developed into a typhoon on August 25 as it moved westward towards Northern Luzon. It finally moved out of the Philippine Area of Responsibility on August 29.</p>
<p>But before leaving the country, Mina wrought damage to houses, agriculture and livestock. An estimated damage to properties was pegged at Php1.1. billion. It also left 26 killed, 31 injured and 6 missing.</p>
<p>A dumpsite collapsed in Brgy Irisan, Baguio City at the height of the typhoon, killing 5 people and burying 3 houses. The city was declared under state of calamity.</p>
<p>The provinces of Cagayan and Ilocos Norte were also declared under state of calamity after being submerged in flood water.</p>

			<content:encoded><![CDATA[<p>CDRC and its Regional Partners (CDRDS, ICRED, ABI and CRRS-CV) launched a series of Relief Delivery Operations in the Typhoon Juan-struck provinces of Ilocos Sur, La Union, Cagayan, Isabela, Pangasinan, Aurora, Tarlac, Apayao, Kalinga, Mountain Province, Abra, Benguet and Ifugao. The RDOs, which happened in a span of three months (November 2010-January 2011), served more than 4,000 families in 13 provinces, 24 municipalities and 54 baranggays. This was supported by Diakonie Katastrophenhilfe, a German humanitarian organization.</p>

<p>Typhoon Juan hit Northern Luzon on October 18, 2010 and a public storm warning signal # 3 was declared in all Ilocos provinces.  On midnight of October 19 as Typhoon Juan exited on the coastal areas of La Union and Ilocos Sur, storm surges destroyed homes, crops and livelihood and thousands evacuated in coastal municipalities. Crops and homes in agricultural areas were also damaged because of the strong winds.</p>
<p style="margin-bottom: 0cm;">According to the Provincial Disaster Risk Reduction and Management Council (PDRRMC) of La Union, 17 towns and 107 barangays were heavily affected with a total of 10, 509 individuals comprising 2, 597 families.</p>
<p style="margin-bottom: 0cm;">In a Damage, Needs and Capacities Assessment conducted in four towns of Ilocos Sur, around 635 families or 1635 individuals were affected.</p>
<p style="margin-bottom: 0cm;">As typhoon Juan remains stationary in the seas of Northern Luzon, storm surges continue to affect coastal areas in Ilocos.  PAGASA estimates that Typhoon Juan will continue to hover on the seas of Northern Luzon until Saturday (October 23). It also said that the typhoon will continue to dump rains over the Ilocos provinces and its residents should remain on alert against possible storm surges.</p>
<p style="margin-bottom: 0cm;">According to an Associated Press report, Juan carried &#8220;ferocious winds and heavy rainfall&#8221; and is the most powerful typhoon to threaten the country in four years and is the strongest Pacific storm to hit a country this year.</p>
<p style="margin-bottom: 0cm;"><strong>CASUALTIES</strong></p>
<p style="margin-bottom: 0cm;">Typhoon Juan left 2 dead in Ilocos Sur and La Union and several others injured. 4 were injured in La Union and Ilocos Sur including a 6-year old child who was hit by an uprooted tree in Barangay Casilagan, Sta. Cruz, Ilocos Sur.</p>
<p style="margin-bottom: 0cm;"><strong>AGRICULTURE</strong></p>
<p style="margin-bottom: 0cm;">According to Department of Agriculture (DA) Region 1, more than 103, 400 corn and rice lands were damaged worth P1. 46 billion wherein  8, 900 hectares are rice lands with damages worth P128 million.</p>
<p style="margin-bottom: 0cm;">Marlyn Manipon, DA’s Planning Officer said that an estimate of 9.8 metric tons of rice should have been harvested from said damaged rice lands if it would not have been hit by Typhoon Juan.</p>
<p style="margin-bottom: 0cm;">It is approximated that Ilocos lost 12% of its rice production for this planting season. Damages to rice and vegetable crops in second district of Ilocos Sur were reported. In Sta. Cruz alone, around 18.15 hectares of rice crops were totally damaged. Palay crops in several barangays in Aringay have been reportedly damaged as salt water reached agricultural lands near coastal areas.</p>
<p style="margin-bottom: 0cm;">Also, according to the Local Government Unit of Candon City, a total of 52 hectares of rice crops have been totally damaged.</p>
<p style="margin-bottom: 0cm;"><strong>COASTAL AND FISHERIES</strong></p>
<p style="margin-bottom: 0cm;">Thousands evacuated from coastal areas of Ilocos Sur and La Union with their source of livelihood and houses heavily damaged.</p>
<p style="margin-bottom: 0cm;">100 houses in Brgy. Catbangen, San Fernando City, La Union were totally damaged and 460 houses were partially damaged. In Bauang, a “State of Calamity” has been declared as it is the hardest hit municipality in the province.</p>
<p style="margin-bottom: 0cm;">According to Fisheries Organization President Samuel Joso, hundreds of fishermen in 6 coastal barangays of Candon City suffered fish kill as salt water reached fishcages. Storm surges also destroyed 160 fishcages in two barangays of Candon City , Patpata Primero and Patpata Segundo. 2.9 M worth fishcages were likewise damaged in the barangays of Paypayad, Caterman, Tamurong and Darapidad. Residents in these coastal areas are worried because of the destruction of their source of livelihood.</p>
<p style="margin-bottom: 0cm;"><strong>EVACUATIONS</strong></p>
<p style="margin-bottom: 0cm;">In Ilocos Sur, 6341 individuals or 1339 families evacuated from Caoayan, Magsingal, Sto. Domingo, San Vicente, Sta. Catalina, Sta. Cruz, Santa, Sta. Maria, Sta. Cruz and Candon City.  The evacuations were pre-emptive in most towns but in Santa, where its coastal areas have been experiencing storm surges since October 19, many of the residents of Pasungol, are either still in evacuation centers or with their relatives in other barangays.</p>
<p style="margin-bottom: 0cm;">On the other hand, an estimated 10,000 individuals evacuated in La Union and an approximate of 5,000 individuals are still in different evacuation centers as the province is still experiencing heavy rains and strong winds. On October 18, 300 families or 1,000 individuals in Bangar, La Union evacuated to different evacuation centers because of the sudden rise of water in the municipal river.</p>
<p style="margin-bottom: 0cm;">Residents from Barangay Alaska in Aringay town, Barangay Santiago Norte in Caba town and Barangay Lingsat in San Fernando City also abandoned their homes after being threatened by storm surges on October 20.  Brgy. Catbangen, San Fernando City residents also left their homes before a 10-foot tidal wave hit their barangay.</p>

<p style="margin-bottom: 0cm;"><a name="_GoBack"></a>As of 4:00 p.m. today, October 20, 2010, Juan was located 350 km West of Laoag City with maximum winds of 175 kph near the center and gustiness of up to 210 kph while moving North Northwest at 7 kph. It is expected that Juan will be located at 440 km west of Laoag City morning of October 21, 2010.</p>
<p style="margin-bottom: 0cm;">Though Public Storm Warning Signals were downgraded to Signal No. 1 (Ilocos Norte, Ilocos Sur, La Union, Benguet, Pangasinan, and Zambales), the 300 km radius of Juan still howls and whips the islands including those in the Visayas Region.</p>
<p style="margin-bottom: 0cm;">On its way out, Juan left 39,897 families with 215,275 individuals uprooted from the communities of Region I, II, III, IV-A, CAR, and NCR. Damaging almost 5,000 houses, 25 schools (amounting to 3.8 Million pesos), and 1.3 Billion pesos worth of crops and fisheries, and leaving widespread power outage.</p>
<p style="margin-bottom: 0cm;">Though Juan is on its way out, authorities maintained its warning on the possibilities of landslides and flashfloods. Communities located at the coastlines are also warned of the possibilities of storm surges.</p>

<p>As early as 4:00 a.m. today (Oct 19), Juan was last seen 210 km West Southwest of Laoag City heading Northwest at 22 kph. Its maximum wind reached to 160 kph near the center while gustiness up to 195 kph.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Juan’s trail with 225 kph and gusts of 260 kph yesterday’s morning landfall at Sierra Madre’s Estagno Point in Isabela left 1589 families with 7458 individuals evacuated. These numbers comprises 172 individuals of La Union, and 240 of Pangasinan of Region I. While in Region II, 3,385 of Cagayan, and 943 of Isabela. Aurora of Central Luzon had 2,016 individuals evacuated. In Cordillera Autonomous Region, Benguet had 444 individuals, Kalinga 44, and Mountain Province with 214.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Aside from these numbers, 3 persons died, and 9 injured were recorded.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Several roads and bridges in Regions I, II, CAR were closed due to landslides, fallen trees and electric posts, and swelling rivers affecting 1,939 land and water transportation passengers.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Power transmissions of 17 electric cooperatives covering Regions I, II, and CAR were interrupted. 210 municipalities and cities were affected.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">According to officials of PAGASA, Juan is the world’s strongest typhoon to hit this year. It may also be stronger than typhoon “Reming” that hit the Philippines last 2006 in the Bicol region.</p>

<p>As of 4:00 p.m., October 18, 2010, 781 families comprising of 3,687 individuals from Region I, II, and the CAR have been evacuated to local Community Centers, Bgry. Halls, and Gymnasium as precautionary measures after Typhoon Juan as it tracked the soil of Philippines territory.</p>
<p>Ilocus Sur of Region I, a road was closed due to heavy rain. In Roxas and Santiago of Isabela, interrupted power supply, uprooted trees, and roof blown away were recorded. Cagayan also suffered from strong winds, and heavy rain. In Benguet, Baguio, Apayao, and Mt. Province of CAR had to closed several roads due to landslides, heavy rain, and strong winds.</p>
<p>According to NDRRMC, it had recorded casualties that summed up to 1 injured (Sta. Cagayan), and 1 missing (Namabbalan, Cagayan). However, the final verification about the status of the casualties are yet to be confirmed.</p>

			<content:encoded><![CDATA[<p>In the Philippines, the month of June is marked by the change in climatic patterns from the dry to wet season. This year, the change in weather has caused particular excitement for many, due to the fact there has been a prolonged period of dryness throughout the country since June 2009. The dryness, referred to as El Nino has negatively affected people, and their livelihoods that depend on the land. According to impact assessments conducted by the National Disaster Coordinating Council (NDCC) in agriculture alone, crop damages are estimated at P12 billion. However, as communities rejoice for the calling of more rain, it’s important to not forget the equally destructive dangers that exist with this abrupt change in weather patterns towards wetter conditions.</p>

<p>Preparation is the best defense for communities.  With the effects from Ondoy and Pepeng, a past too recent to forget, communities have already started requesting for different forms of assistance: preparation training, early warning devices, relocation and construction plans and mobilization of emergency teams. The NDCC and local authorities are rushing to set up an alarm systems, rain gauges and flood forecasting plans to alert communities in danger zones of an impending disaster. Once an alarm is raised, the NDCC and local governments are responsible to set up evacuation efforts.</p>
<p><a href="http://www.cdrc-phil.com/wp-content/uploads/2010/06/early-warnin-system.jpg"><img class="alignleft size-medium wp-image-4348" title="early warnin system" src="http://www.cdrc-phil.com/wp-content/uploads/2010/06/early-warnin-system-225x300.jpg" alt="early warnin system" width="225" height="300" /></a>Another preparatory defense for communities and their leaders is to observe the weather advisories released from different monitoring bodies.  For example, last week PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) released a weather advisory to all government leaders in the country. The advisory stated that a Low Pressure Area (LPA) was approaching from Taiwan, an estimated 490km Northwest of Basco, Batanes. The weather disturbance expected to bring scattered rain showers and thunderstorms over Northern and Central Luzon becoming widespread over extreme Northern Luzon. The residents living in low lying areas and near mountain slopes were therefore advised to take precautionary measures against possible flash floods and landslides.</p>
