			<content:encoded><![CDATA[<p>Typhoon Pedring (Nesat) left Php 14.9 billion in damages to agriculture and infrastructure, surpassing the Php 12.3 billion in damages wrought by Typhoon Ondoy in 2009, the National Disaster Risk Reduction and Management Council said.</p>
<p>NDRRMC reported 12.7 billion damage to agriculture (crops, livestock, fisheries) and 2.1 billion in infrastructures (schools, hospitals, roads, bridges).</p>
<p>Five provinces, eight cities and five municipalities were declared under state of calamity. These were the provinces in Quirino, Isabela, Nueva Ecija, Nueva Vizcaya and Cavite. The cities under state of calamity were Santiago in Isabela, Tuguegara in Cagayan, Meycauayan in Bulacan, Olongapo in Zambales, Tarlac in Tarlac, and Malabon, Navotas and Marikina in Metro Manila.</p>
<p>The number of people killed has also increased to 83, with 73 more injured, and 20 others missing. A total of 3 million people were affected, or 651,889 families in 3,545 barangays in 35 provinces.</p>
<p>Typhoon Quiel (Nalgae), which followed soon after Pedring, brought more rains and floods.</p>

			<content:encoded><![CDATA[<p>Typhoon Pedring (International Name: Nesat), which entered the Philippine Area of Responsibility on September 25, 2011, left 35,273 families or 171, 570 persons affected.</p>
<p>At least 20 people were killed, 14 injured and 35 missing in the National Capital Region, and the provinces of La Union, Cagayan, Bulacan, Zambales, Pampanga, Rizal, Camarines Sur, Catanduanes and Ifugao.</p>
<p>All in all, 349 barangays, 78 municipalities, and 17 cities in 22 provinces of Regions I, II, III, IV-A, IV-B, V, CAR and NCR were affected.</p>
<p>The initial cost of damages to 46 school buildings and crops amounted to Php 100,264,840.63, the National Disaster Risk Reduction and Management Council reported.</p>
<p>There were 9 floodings, 5 landslides, 1 tornado, 14 sea mishaps, 2 collapsed structures, and 1 vehicular accident reported in various regions affected.</p>
<p>The typhoon, which made landfall in Isabela and Aurora, toppled trees, blocked major roads and damaged property.</p>
<p>In Metro Manila, winds and torrential rain inundated parts of Manila, Malabon and Marikina. A storm surge flooded a large portion of Roxas Boulevard.</p>
<p>Meanwhile, the local government of Obando in Bulacan placed the town under state of calamity after 11 barangays were submerged in flood waters. Local officials said the damage sustained by the coastal town was worse than what super typhoon Ondoy brought 2 years ago. Obando was submerged in neck-deep water Tuesday. Most areas in the town are still isolated due to impassable roads and flood waters that have yet to subside.</p>
<p>In the Cordillera region, communication lines bogged down in Kalinga, Ifugao, Mt. Province, Abra and in some areas of Benguet hampering immediate data gathering and coordination. To date power blackouts are still experienced in almost all of the provinces. A series of landslides along the major roads within the region were also monitored with Mt. Province and Apayao greatly affected.</p>
<p>The strong winds and heavy rainfall damaged agricultural lands in Kapangan, Tublay, and Kibungan. Vegetables ready for harvest were blown off, including rice fields in Lower Tabuk, Kalinga. Fields were submerged by the overflow of the Chico River. Aside from the rice and vegetables, corn producing areas were also affected. Flooding in low lying areas of Benguet such as La Trinidad, and Lowland Tabuk were also observed.</p>

<p>The National Disaster Risk Reduction and Management Council (NDRRMC) said Falcon affected at least 231,542 families or 1,103,428 people in 698 baranggays, 69 municipalities, 21 cities and four regions as of June 27, 8 am report.</p>
<p>Of the total affected, 7,906 families or 38,485 persons are still housed at 126 evacuation centers.</p>
<p>Three people were reported killed, three injured, and 18 others missing. Some 1,282 houses were also damaged due to the floods and tornado.</p>
<p>The government estimated the damage to agriculture and infrastructure in Regions III, IV-A and V at PhP152,711,284.90</p>
<p><strong>Call for assistance</strong></p>
<p>Several urban poor communities in the NCR are seeking for assistance after their homes were flooded or washed away by the floods. Many are still staying at the evacuation centers and are in need of food and non-food items such as rice, sardines, clothes, mattresses, etc.</p>

<p>Chief Insp. Roderick Aguto Sr., said about 800 families were affected by the fire which razed about 200 houses, mostly made of lightweight materials.</p>
<p>The Muntinlupa City Fire Station said the fire broke out at 7:15 p.m. last December 23 from a bonfire said to be started by Cerafin Litapa.</p>
<p>No one was injured or died in the fire. Damage to properties was placed at about P10 million.</p>

<p>This  was made possible through the project “Rebuilding Lives After Ondoy <a href="http://www.cdrc-phil.com/wp-content/uploads/2010/08/children2.JPG"><img class="alignleft size-medium wp-image-4692" title="children" src="http://www.cdrc-phil.com/wp-content/uploads/2010/08/children2-300x224.jpg" alt="children" width="300" height="224" /></a>and  Pepeng: A Contribution to Children&#8217;s Recovery and Disaster Risk  Reduction” funded by UNICEF and implemented by Citizens&#8217; Disaster  Response Center (CDRC).</p>
<p>CDRC&#8217;s Deputy Executive Director, Carlos  Padolina said, the project is part of the organization&#8217;s step in  instituting special programs addressing the needs not just of adults but  also of children in disaster situations particularly during typhoons.</p>
<p>Both  TS Ondoy and typhoon Pepeng have left indelible impacts on children,  Padolina said. &#8220;There were children among the fatalities as there were  also children crying out for help on their roofs and waiting desperately  to be rescued during the back-to-back typhoons.&#8221; The children&#8217;s already  fragile health and education situation was further worsened during  these disasters, he said.</p>
<p>&#8220;There have been reported symptoms of trauma among the children in typhoon-hit areas. These ranged from lack of sleep, rousing from sleep and catching breath as if drowning, to fear of water, and fear of darkness,&#8221; Padolina explained.</p>
<p>The three-month project involved two main components: first, community <a href="http://www.cdrc-phil.com/wp-content/uploads/2010/08/dpt.JPG"><img class="alignright size-medium wp-image-4693" title="dpt" src="http://www.cdrc-phil.com/wp-content/uploads/2010/08/dpt-300x225.jpg" alt="dpt" width="300" height="225" /></a>capability-building on disaster preparedness and child protection; and second, conduct of special activities that will provide for the basic education and psychosocial needs of children and enhance their participation in community-based and child-focused disaster management, Padolina said.</p>
<p>Capability building activities for the adults included <em>Child-focused Trainings on Evacuation Center Management</em>, <em>Disaster Management</em>, <em>Disaster Preparedness</em>, <em>Child Protection in Emergencies</em>, and <em>Convention on the Rights of the Child</em>.</p>
<p>Activities for the children were the following: Disaster Busters Children&#8217;s Art Camp, Structured Play Sessions, and Disaster Management Orientation for Kids.</p>
<p>Padolina said the <em>structured play sessions</em> were done to provide a venue for children to express their experiences, feelings and knowledge in a fun and healing way. Meantime, &#8220;through the <em>Disaster Management Orientation for Kids</em>, the children learned the basic concepts on disaster management and what they can do or contribute as children in preparing their families and communities for disasters,&#8221; he added.</p>
<p>&#8220;One of the highlights of the project is the <em>Art Camp</em> which provided a way for <a href="http://www.cdrc-phil.com/wp-content/uploads/2010/08/art.JPG"><img class="alignleft size-medium wp-image-4695" title="art" src="http://www.cdrc-phil.com/wp-content/uploads/2010/08/art-300x201.jpg" alt="art" width="300" height="201" /></a>sensitive issues to be addressed in a way which is affirmative and easily accessible to children. A total of 11 art workshop groups were organized for children to choose from— Basic Photography, Mask Making, Stencil Making, Song Writing, Poetry Writing, Guitar Lessons, Theater Arts 1 and 2, and Visual Arts 1, 2 and 3,&#8221; Padolina said.</p>
<p>The play kits given by UNICEF were utilized during these activities, especially the story books and art materials. The Play kits were then left in the care of the community, usually in the Community Day Care Centers.</p>
<p>CDRC sought the help of child psychologists and experts in child rights and child protection to ensure that it is on the right track. CDRC also sought the help of trained volunteers from the target communities and other organizations.</p>
<p>Padolina said that the project has won the praise of beneficiary communities and has provided an opportunity for the community members, children and adults alike, to unite for a common purpose. &#8220;The presence of CDRC and UNICEF will be felt in these areas for years.&#8221;</p>
