			<content:encoded><![CDATA[<p>At least 957 people were killed, while 42 others remain missing after floods and landslides brought by Tropical Storm Sendong (international codename: Washi) battered Southern Philippines Friday night (December 16, 2011).</p>
<p>Many of those killed were women and children who drowned when rivers swelled in Cagayan de Oro City and Iligan City. Other victims came from Zamboanga del Norte and Compostela Valley.</p>
<p>In Cagayan de Oro City, 579 people were confirmed dead; while in Iligan City 279 bodies were recovered.</p>
<p>Entire villages were washed away, houses destroyed, bridges broken and vehicles overturned.</p>
<p>In Cagayan de Oro, the center of the storm, 23 barangays were flooded, after 180 millimeters of rain fell on the city. According to authorities, a month’s worth of rain fell in only a few hours, inundating rivers and tributaries.</p>
<p>Government officials said that deforestation of watersheds in Lanao del Norte and Bukidnon, which feed into the major rivers of Mindanao, had worsened the effects of heavy rains.</p>
<p>Illegal mining activities also contributed to the siltation of the river, the government said. In addition, rapid urbanization also decreased the area for water runoff and caused the siltation of the Cagayan River.</p>
<p>Many residents were also caught unaware since the flood came while people were sleeping.</p>
<p>Meantime, the Visayas region was not spared, with 39 reported killed in Negros Oriental.</p>
<p>Of the 338,415 people affected, at least 42,733 people remain in 62 evacuation centers. They are in dire need of food and non-food assistance.</p>

<p>A total of 142,961 people were affected, and 6,917 houses were damaged.</p>
<p>Cagayan de Oro City and Iligan City were the most affected. Other Southern provinces affected were Zamboanga del Norte and Compostela Valley.</p>
<p>In Cagayan de Oro City, more than 300 people were confirmed dead; while in Iligan City 227 bodies were recovered.</p>
<p>There were 23 barangays flooded in Cagayan de Oro, the center of the storm, after 180 millimeters of rain fell on the city.</p>
<p>The Visayas region was also not spared, with 39 reported killed in Negros Oriental.</p>
<p>Some 44,976 people are in 47 evacuation centers in need of food, drinking water, clothing, blankets, medicines, etc.</p>

<p>Many of those killed were women and children who drowned when the river swelled in Cagayan de Oro City. Other victims came from nearby Iligan City, and the rest from other Southern provinces including Zamboanga del Norte and Compostela Valley.</p>
<p>In Cagayan de Oro City, more than 200 people were confirmed dead; while in Iligan City 40 unidentified bodies were recovered.</p>
<p>There were 23 barangays flooded in Cagayan de Oro, the center of the storm, after 180 millimeters of rain fell on the city.</p>
<p>The Visayas region was not spared, with 24 reported killed in Negros Oriental and Dumaguete City.</p>

<p>At least 20 people were killed, 14 injured and 35 missing in the National Capital Region, and the provinces of La Union, Cagayan, Bulacan, Zambales, Pampanga, Rizal, Camarines Sur, Catanduanes and Ifugao.</p>
<p>All in all, 349 barangays, 78 municipalities, and 17 cities in 22 provinces of Regions I, II, III, IV-A, IV-B, V, CAR and NCR were affected.</p>
<p>The initial cost of damages to 46 school buildings and crops amounted to Php 100,264,840.63, the National Disaster Risk Reduction and Management Council reported.</p>
<p>There were 9 floodings, 5 landslides, 1 tornado, 14 sea mishaps, 2 collapsed structures, and 1 vehicular accident reported in various regions affected.</p>
<p>The typhoon, which made landfall in Isabela and Aurora, toppled trees, blocked major roads and damaged property.</p>
<p>In Metro Manila, winds and torrential rain inundated parts of Manila, Malabon and Marikina. A storm surge flooded a large portion of Roxas Boulevard.</p>
<p>Meanwhile, the local government of Obando in Bulacan placed the town under state of calamity after 11 barangays were submerged in flood waters. Local officials said the damage sustained by the coastal town was worse than what super typhoon Ondoy brought 2 years ago. Obando was submerged in neck-deep water Tuesday. Most areas in the town are still isolated due to impassable roads and flood waters that have yet to subside.</p>
<p>In the Cordillera region, communication lines bogged down in Kalinga, Ifugao, Mt. Province, Abra and in some areas of Benguet hampering immediate data gathering and coordination. To date power blackouts are still experienced in almost all of the provinces. A series of landslides along the major roads within the region were also monitored with Mt. Province and Apayao greatly affected.</p>
<p>The strong winds and heavy rainfall damaged agricultural lands in Kapangan, Tublay, and Kibungan. Vegetables ready for harvest were blown off, including rice fields in Lower Tabuk, Kalinga. Fields were submerged by the overflow of the Chico River. Aside from the rice and vegetables, corn producing areas were also affected. Flooding in low lying areas of Benguet such as La Trinidad, and Lowland Tabuk were also observed.</p>

<p>Mina started out as a Low Pressure Area in the Visayas Region on August 21, and gradually developed into a typhoon on August 25 as it moved westward towards Northern Luzon. It finally moved out of the Philippine Area of Responsibility on August 29.</p>
<p>But before leaving the country, Mina wrought damage to houses, agriculture and livestock. An estimated damage to properties was pegged at Php1.1. billion. It also left 26 killed, 31 injured and 6 missing.</p>
<p>A dumpsite collapsed in Brgy Irisan, Baguio City at the height of the typhoon, killing 5 people and burying 3 houses. The city was declared under state of calamity.</p>
<p>The provinces of Cagayan and Ilocos Norte were also declared under state of calamity after being submerged in flood water.</p>

			<content:encoded><![CDATA[<p>Forty-one dead, at least 24 missing, 40 injured, PhP110 million in agricultural losses, PhP1 billion in infrastructure damages, and 158,144 families or 790,601 persons affected. This was the toll left by typhoon Nock-ten, locally called ‘Juaning’, according to the National Disaster Risk Reduction and Management Council’s report dated July 29, 2011.</p>
<p>‘Juaning’ intensified into a tropical storm on July 26, 2011. Packing winds of 75 kilometers per hour that gust up to 90 kph and a diameter of 500 km that covered almost the whole of Southern and Central Luzon, it initially brought 300 millimeters of rains that prompted the weather authority, Philippine Atmospheric, Geophysical and Astronomical Services Administration, to raise Storm Signal #2 in 18 provinces as well as Metro Manila.</p>
<p><a href="http://www.cdrc-phil.com/wp-content/uploads/2011/07/camsur-floods-8.JPG"><img class="alignleft size-full wp-image-6165" title="camsur floods (8)" src="http://www.cdrc-phil.com/wp-content/uploads/2011/07/camsur-floods-8.JPG" alt="camsur floods (8)" width="269" height="202" /></a>Floods reaching up to the rooftops killed 28 people in the Bicol region, swamped the houses of nearly half of Albay’s population and forced thousands of residents to flee their homes in a two-day sweep through the provinces of Catanduanes, Albay, Camarines Sur and Camarines Norte. The waters swallowed parts of these provinces which were hardest hit by winds and rains from the then approaching tropical storm. Landslides were reported in Camarines Norte where six of the 28 reported fatalities perished.</p>
<p>Initially expected to pass closer to Metro Manila, the storm followed an erratic course and changed track. Then packing maximum sustained winds of 95 kph, ‘Juaning’ made landfall in Aurora province in the mid-morning of July 27. Strong winds toppled electric posts and fallen trees hit power lines, rendering Aurora without electricity. Landslides blocked sections of a major roads which thereby made several towns in the province isolated from central Aurora. Roofs of school buildings and other public facilities were blown off.</p>
<p>The storm crossed Central and Northern  Luzon provinces afterward. It dumped heavy rains that flooded and spawned landslides in the provinces of Ilocos Norte, Ilocos Sur, Qurino, Isabela, Abra, La Union, Pangasinan and Zambales before exiting the Philippine Area of Responsibility on July 28.</p>

<p>The National Disaster Risk Reduction and Management Council (NDRRMC) said Falcon affected at least 231,542 families or 1,103,428 people in 698 baranggays, 69 municipalities, 21 cities and four regions as of June 27, 8 am report.</p>
<p>Of the total affected, 7,906 families or 38,485 persons are still housed at 126 evacuation centers.</p>
<p>Three people were reported killed, three injured, and 18 others missing. Some 1,282 houses were also damaged due to the floods and tornado.</p>
<p>The government estimated the damage to agriculture and infrastructure in Regions III, IV-A and V at PhP152,711,284.90</p>
<p><strong>Call for assistance</strong></p>
<p>Several urban poor communities in the NCR are seeking for assistance after their homes were flooded or washed away by the floods. Many are still staying at the evacuation centers and are in need of food and non-food items such as rice, sardines, clothes, mattresses, etc.</p>

			<content:encoded><![CDATA[<p>Flash Floods, due to incessant rainfall caused the overflow of 11 rivers in Central Mindanao, namely Bulatukan River in Davao del Sur, Pulangui River in North Cotabato, Pagalungan River, Simuay River, Rio Grande de Mindanao, and Tunggol River all in Bukidnon, Paquibato River in Davao City, and Lasang River in Davao del Norte.</p>
<p>From May 5 to present, the rivers have overflowed four times, affecting most areas near the Liguasan Marsh.</p>
<p>A total of 135,921 families or 703,199 persons were already affected in 575 baranggays and 59 municipalities, 5 cities and 10 provinces since the floods, triggered by continuous rains and enhanced by the Low Pressure Area East of Mindanao started.</p>
<p>The most affected provinces and city are Maguindanao, North Cotabato and Cotabato City.</p>
<p>The unceasing blockade of almost 8 hectares water hyacinth in Rio Grande De Mindanao caused the water in the river to rise and submerge majority of barangays in Cotabato City and nearby municipalities. Residents were forced to leave and stay in evacuation centers.</p>
<p>The regional government has already declared a State of Calamity for the affected areas.</p>
<p>Relief assistance extended by the city/provincial government and other line agencies cannot suffice the immediate needs of evacuees due to prolonged inundation.</p>

<p>The unceasing blockade of almost 8 hectares water hyacinth in Rio Grande De Mindanao caused the water in the river to rise and submerge majority of barangays in Cotabato City and nearby municipalities. Of the 37 barangays in Cotabato City, 27 barangays were already affected which prompted the residents to leave and stay in evacuation centers.</p>
<p>As of June 12, 2011, the Department of Social Welfare and Development-XII has documented 1,435 number of affected families from 14 identified evacuation centers in Cotabato City and 8, 963 number of affected families from 23 barangays outside evacuation centers. This totaled to 10, 398 families affected in Cotabato City.</p>
<p>On their updated report, the Office of Civil Defense (OCD) and DSWD in ARMM have reported that close to 20,000 families evacuated due to flooding. These families are from 77 barangays of 11 towns in Maguindanao. Among the towns badly affected are Sultan Kudarat, Sultan Mastura, Sultan sa Barongis, Paglat, Pagalungan, Datu Abdullah Sangki, Datu Montawal and Datu Odin Sinsuat.</p>
<p>Agricultural damage has reached 332 Million owned by 4,469 farmers. Thus, the regional government already declare State of Calamity for the affected areas.</p>
<p>Relief assistance extended by the city/provincial government and other line agencies cannot suffice the immediate needs of evacuees due to prolonged inundation.</p>

			<content:encoded><![CDATA[<p>Tropical Storm Bebeng, which made landfall over Catanduanes last Sunday (May 8), left 24 people dead, the National Disaster Risk Reduction and Management Council (NDRRMC) said.</p>
<p>The NDRRMC reported that 33,034 families or 173,915 persons were affected in 237 barangays of 31 municipalities, 5 cities, and 10 provinces. Some 313 families or 1,449 persons were also taken to 11 evacuation centers.</p>
<p>An estimated production loss of P117,825,132.30 from the damage to 7,245 hectares of rice, corn, and livestock/poultry in Region V was recorded by the NDRRMC.</p>
<p>Meantime, the government weather bureau said, “Bebeng”, with maximum sustained winds of 65 kilometers per hour near the center and gustiness of up to 80 kilometers per hour, is already moving away from the country in a north northeast direction.</p>
<p>The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the storm will be 330 kilometers northeast of Basco, Batanes by Wednesday morning and 130 kilometers west southwest of Okinawa, Japan by Thursday morning.</p>
<p>However, signal number 1 is still hoisted over Cagayan, Apayao, Batanes, Babuyan and Calayan.</p>
<p>PAGASA advised the public in low-lying areas and near mountain slopes to take all the necessary precautions against possible flashfloods and landslides.</p>
