The Unity Concert was a benefit concert organized by Filipinos in Toronto, Canada last December 13, 2009. Proceeds of the concert went to CDRC for relief and rehabilitation projects.

			<content:encoded><![CDATA[<p>In the Philippines, the month of June is marked by the change in climatic patterns from the dry to wet season. This year, the change in weather has caused particular excitement for many, due to the fact there has been a prolonged period of dryness throughout the country since June 2009. The dryness, referred to as El Nino has negatively affected people, and their livelihoods that depend on the land. According to impact assessments conducted by the National Disaster Coordinating Council (NDCC) in agriculture alone, crop damages are estimated at P12 billion. However, as communities rejoice for the calling of more rain, it’s important to not forget the equally destructive dangers that exist with this abrupt change in weather patterns towards wetter conditions.</p>

<p>Preparation is the best defense for communities.  With the effects from Ondoy and Pepeng, a past too recent to forget, communities have already started requesting for different forms of assistance: preparation training, early warning devices, relocation and construction plans and mobilization of emergency teams. The NDCC and local authorities are rushing to set up an alarm systems, rain gauges and flood forecasting plans to alert communities in danger zones of an impending disaster. Once an alarm is raised, the NDCC and local governments are responsible to set up evacuation efforts.</p>
<p><a href="http://www.cdrc-phil.com/wp-content/uploads/2010/06/early-warnin-system.jpg"><img class="alignleft size-medium wp-image-4348" title="early warnin system" src="http://www.cdrc-phil.com/wp-content/uploads/2010/06/early-warnin-system-225x300.jpg" alt="early warnin system" width="225" height="300" /></a>Another preparatory defense for communities and their leaders is to observe the weather advisories released from different monitoring bodies.  For example, last week PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) released a weather advisory to all government leaders in the country. The advisory stated that a Low Pressure Area (LPA) was approaching from Taiwan, an estimated 490km Northwest of Basco, Batanes. The weather disturbance expected to bring scattered rain showers and thunderstorms over Northern and Central Luzon becoming widespread over extreme Northern Luzon. The residents living in low lying areas and near mountain slopes were therefore advised to take precautionary measures against possible flash floods and landslides.</p>

			<content:encoded><![CDATA[<p>At CDRC we are working towards promoting the importance of child protection during and after disasters.  We’ve partnered with UNICEF in order to deliver a project working in 10 communities affected by Ondoy and Pepeng. The project is titled, “Rebuilding Lives after Ondoy and Pepeng: A Contribution Towards Children’s Road to Recovery”. The project incorporates Salinlahi Alliance for Children&#8217;s Concerns&#8217; design for psychosocial and art therapy activities for victims of disasters. This approach allows children to comfortably open up and share their disaster experiences in order to contribute to their healing process. There is also a disaster management orientation (DMO) component relevant for children that equip them with the knowledge-based disaster safety.</p>
<p>My experience assisting with the psychosocial activities thus far has allowed me to draw some observations on the importance of children and their unique healing processes.</p>
<p>During the unfortunate event of a disaster, children are seldom high on the recovery priority list.  The truth is, children who have endured conflict, population displacement or natural disasters are among the most vulnerable sectors of society and require a lot of special attention.  The assumption that during disasters children are to be the responsibility of the parents is flawed. What happens to those children who get separated from their parents or worse yet their parents do not survive such an event?</p>

<p>At the time of a disaster, children can be seen as forgotten souls. While adults are busy assisting with rescue and relief missions, children are often pushed aside and told to do what is asked of them and not to ask questions. This form of neglect can cause children to suppress their emotions which can push them to run away from caregivers out of fear. Once separated from their families, children can become exposed to risks, such as: recruitment into armed groups, exploitation, sexual abuse or trafficking.  These dangers surrounding disasters don’t pass with the storm, but linger long after the climatic event is over.</p>
<p>In order to protect and preserve the youthfulness of children, it’s necessary to address their specific needs as vulnerable victims of disasters.  An adult who experiences a traumatic event processes it very differently than children. Typical coping strategies for adults, such as counseling and therapy sessions are less effective in dealing with children’s needs. Therefore, it’s important to encourage children-based coping strategies to avoid bottling up of emotions or suppressing memories. The goal is to foster an environment that promotes sharing their experiences with fellow survivors, and ultimately facing their fears in a safe place .</p>

<p>During disasters children lose more than just material belongings, they lose their sense of security. Undergoing the project activities serves a very valuable purpose in helping children regain that sense of security.  It’s truly inspiring to be a part of their healing process; which can be heard through their laughter, seen through their drawings, and felt through their hugs of thanks.</p>

<p>Citizens&#8217; Disaster Response Center (CDRC), in partnership with UNICEF-Philippines recognized this necessity. The two organizations launched a project that both addresses the need to prepare communities for further disasters, and that also helps them cope with the hardships from their previous experience.</p>
<p>The project titled, &#8220;Rebuilding Lives after Ondoy and Pepeng: A Contribution to Children&#8217;s Road to Recovery&#8221;, will be implemented for 3 months in 10 communities in the National Capital Region (Quezon City, Muntinlupa, Manila, Marikina). The target audience is children aged 6-12 and their parents. Specifically, the project aims accomplish three main goals:</p>
<p>&#8230;to mobilize target co<a href="http://www.cdrc-phil.com/wp-content/uploads/2010/04/DSC06390.JPG"><img class="size-medium wp-image-4157 alignleft" title="DSC06390" src="http://www.cdrc-phil.com/wp-content/uploads/2010/04/DSC06390-300x224.jpg" alt="Play session in Olandes Marikina " width="240" height="181" /></a>mmunities through capacity enhancement of its volunteers, community workers and community members on child protection and disaster preparedness&#8230;</p>
<p>&#8230;to raise capacities of children in disaster situations through the provision of trainings on child protection in emergencies, disaster management and through conducting disaster drills &#8230;</p>
<p>&#8230;to provide psychosocial services for children affected by Ondoy and Pepeng through art therapy and play sessions&#8230;</p>
<p>CDRC staff will be facilitating the project in the 10 communities, with the help from Salinlahi Alliance for Children&#8217;s Concerns and Friends of CDRC. <p>There are many characteristics that define the Philippines from any other place on earth. It’s an archipelago comprised of more than 7100 islands. It’s situated on volcanic landmass that provides arable land for agriculture and supports the growth of forests. It’s heavily endowed with natural resources and mineral deposits. And it’s one of the most biologically mega-diverse places on earth. The list goes on!  There is abundant proof that the Philippines is a rich country, but why despite these characteristics is there so much human and environmental suffering?</p>
<p>According to the  EM-DAT: The OFDA/CRED International Disaster Database, the Philippines ranked 1st in terms of the country with the most reported natural disaster events (event= +100 people affected) in 2009. And of these disasters reported, the Philippines ranked 3rd for the number of mortality and victims caused by an event. What are the contributing factors that make the Philippines so vulnerable to these disasters?</p>

<p>The statistics gathered by the Philippine Environmental Governance Project force us to take off the rose-colored glasses in order to answer that question. The Project found that over 100,000 ha of forests are lost every year, resulting in less than 6% of original forest cover remaining. About 70% of all the coral reefs have been destroyed due to overfishing and destructive fishing practices. They reported that less than 40% of solid waste is actually collected; the rest left to clog rivers and streets. This results in almost 58% of all groundwater contaminated and only 7% of domestic effluents being managed. And although these activities do not directly cause disasters, they are most definitely contributing factors to the severity and frequency of disasters in the Philippines.</p>
<p><span style="font-size: 13px;">Now, it’s important to differentiate between natural and human-induced causes of disasters.  Natural disasters are for the most part considered just that; natural, unpredictable and uncontrollable. Natural causes of disasters exist without the influence of humans. For example the Philippines is situated in an area susceptible to earthquakes which is not influenced by humans. Therefore, earthquakes can be seen as a natural disaster.</span></p>
<p><span style="font-size: 13px;">However, it’s getting increasingly more difficult to blame disasters on nature alone. There almost always exists a human component which can influence the severity and frequency of disasters.  For example, a human-induced cause of disaster is one that is a direct result of human activity such as deforestation causing landslides. This concept also includes the more pressing phenomenon of climate change. Due to human waste and consumption, the production of damaging greenhouse gases is causing air and water temperatures to increase. The worst part is, the effects of a warming climate are still not completely understood, but it can be assumed that disasters will definitely be on the rise. The point being, human activities play a large role in influencing the way disasters affect environments and the people who live in them.  And it’s up to us, global citizens, to do what we can to slow down climate change and reverse environmental degradation.</span></p>
<p><span style="font-size: 13px;">For two consecutive years, the Philippines have demonstrated the most local participation in the annual Earth Hour event. According to the Earth Day Official Website, On March 29th over 10 million Filipinos in 647 cities and municipalities switched off their lights for Earth Hour, saving an estimated 611MWh of electricity – equivalent to a temporary shutdown of a dozen coal-fired power-plants. It is a great accomplishment for a single moment in time, but will things return as they were before at 9:01 pm?</span></p>
<p><span style="font-size: 13px;">Here are some ideas of what you can do every day to help your environment prevent and prepare for disasters.</span></p>
<ul>
<li><span style="font-size: 13px;">Be Prepared. The best defense is a strong offense. Organize your community to conduct disaster preparedness training. Replace fears with security; and plan, practice and perfect your response to disasters.

<li><span style="font-size: 13px;">Keep Air Clean. Limit your greenhouse gas contribution by walking and biking, and as a last resort use public transportation or car pool. Ensure your vehicle passes its safety test and is running efficiently. Support industries that have passed internationally recognized environmental standards, such as ISO14000/ISO14001.</span></li>
<li><span style="font-size: 13px;">Replant. If ever you are required to cut down vegetation or trees, replant what you cut. Try to replant near shorelines, mountain slopes and environmentally sensitive areas to prevent soil erosion.</span></li>
<li><span style="font-size: 13px;">Conserve Water. Refrain from using large amounts of water during hottest parts of the day (10-4pm). Collect rainwater to use for gardens and agricultural fields, fix leaky faucets and be aware of changes in water reservoirs.</span></li>
<li><span style="font-size: 13px;">Build Sustainably.  Do not develop shorelines, river banks, or mountain slopes for development. Conserve these areas as natural buffer zones; they could save your life. Equip your buildings so they can withstand typhoons, earthquakes, and other disasters. And if possible, build with recycled materials.</span></li>

It works to evoke reflection for future action. This knowledge can be harnessed in various ways to seek many different productive outcomes. For some, lobbying the government to make environmental issues more of a priority might be suitable. For others, teaching their children about sustainability through composting and recycling activities is the way to go. 		<title>Into the Bokod and Itogon Mountains: Enhancing capacities and reducing vulnerabilities in disaster-prone communities</title>

We were to learn about the impacts of Typhoon Pepeng (International name: Parma) in the villages, the response of the residents in these areas and the dangers that they continue to face.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">It has been five months after typhoon Pepeng hit Northern Luzon, but as we traversed the slopes of Bokod and Itogon, we still saw evidences of Pepeng&#8217;s destruction.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Remembering Pepeng</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Our country has not yet recovered from the effects of Typhoon Ondoy (International name: Ketsana), when in October, eight days after Ondoy exited the country, typhoon Pepeng lashed the Northern part of Luzon, making three landfalls over the same area.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">It caused massive flooding and landslides in Regions I, II, and the Cordillera Administrative Region which isolated major cities and blocked major highways.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">The number of casualties reached 719. Of this, 465 were killed, 207 were injured, and 47 remain missing. In the landslide-hit area of Cordillera alone, 346 people were confirmed dead.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">First Stop: Labey, Bokod</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Two pick-up trucks took us to Labey, one of the sitios in Barangay Ambuclao, 4 km away from the town proper of Bokod in Benguet Province. There are 57 families or 320 people in the area. Their key sources of income before typhoon Pepeng were gardening, farming, and vending of tilapia fish and vegetables.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Sitio Labey and neighboring villages were isolated for almost two months due to landslides. Although no deaths or serious injuries were reported, local agricultural lands and infrastructure were destroyed and more than 50 families were devastated when the river grew and overflowed in the evening of October 8.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Our ascent and descent by foot gave us a clearer view of the area where Pepeng buried or washed away houses, washed out a church, destroyed fish pens and three footbridges, and filled school buildings with mud.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">At 11:30 am, we proceeded to a spot surrounded by trees and tall grasses. There, a short program consisting of speeches and sharing of experiences was held. I listened attentively to Mary Bugtong, chairperson of the Labey Indigenous People Community Association (LIPCA) as she recounted the community&#8217;s experience before, during and after the disaster struck the village.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">&#8220;It was an unusual night for us. Dogs were barking nonstop, and we heard stones and rocks falling. We thought these could be signs of an impending danger so we quickly moved out to find a safer place to stay,&#8221; she said.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">But even the church where they stayed temporarily was very unstable as it was being eaten from underneath by the river.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">&#8220;Some family members were also missing. We were crying. We felt relieved when they were later found alive and safe,” Mary added.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">People from Labey is now slowly recovering. They have cleared their lands, and in some parts, various kinds of vegetables are already growing. “But it will take several years to rebuild the rice fields,” the vice president of LIPCA admitted. Because of this, and the proneness of the area to rain-induced landslides, residents plan to relocate. They have found an area suitable for settlement, but the landowner is still hesitant to give a portion of his land.</div>

I wonder how long those tents could protect them after El Nino ends and typhoons start coming in.</div>

No, I did not smell anything like that from where we were standing. The downpour of rain probably washed away the source of stench temporarily. But the scene we were looking at in Luneta was enough evidence of how the mining activities of the defunct Benguet Corporation aggravated the effects of Pepeng.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Large-scale mining has been destroying Benguet mountains since the 19th century. It began to wipe out watersheds, pollute water channels, destroy water systems and halt the development of wet rice culture. It later stripped and caved mountains, and before the year 2000 ended, it had destroyed 20,000 hectares of agricultural land.</div>

It saddens me learning that in addition to the big local and global firms operating in the area, new local and transnational corporations are coming in. It saddens me more thinking that unless we put a halt on destructive mining, there&#8217;ll be more sinking villages in the midst of strong typhoons. Something has to be done.</div>

<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Help poured in after Pepeng destroyed villages in Bokod and Itogon. Local Government Units, People&#8217;s Organizations and various humanitarian groups offered assistance, focusing on the immediate needs of the survivors.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">The Citizens&#8217; Disaster Response Center (CDRC) in partnership with the Cordillera Disaster Response and Development Services (CDRDS) distributed food relief, non-food packs and shelter materials through projects funded by Caritas Switzerland, Caritas Austria and the Austrian Development Agency.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Psychosocial sessions/therapies for children and women were also conducted simultaneously. These helped alleviate their sentiments of loss and hopelessness and helped them cope with their current situation.</div>

Both veered away from the dole-out approach and instead made sure that the community&#8217;s and people&#8217;s organizations&#8217; capability were enhanced. They have both relied on people&#8217;s capacity and cooperative action.</div>

Disaster Preparedness Committees were also formed in other villages and were involved in relief delivery, organizing, advocacy and livelihood activities, among others.</div>

But the social workers and organizers remain hopeful. “It&#8217;s hard work, but we are getting there, slowly but surely. The number of active participants increases everyday,” they said.</div>

It is the region with the highest incidence of rainfall in the country, so we can expect more typhoons, more floods and more landslides in the coming months. (And didn&#8217;t I mention that Cordillera also has four dormant volcanoes and eleven major earthquake faults?). Moreover, over-exploitation of the region&#8217;s mineral resources, poverty and government neglect make the people extremely vulnerable to disasters.</div>
<div id="_mcePaste" style="position: absolute; left: -10000px; top: 0px; width: 1px; height: 1px; overflow-x: hidden; overflow-y: hidden;">Our visit to Labey in Bokod and Luneta in Itogon is a tiring yet enlightening one. Floods and landslides caused by typhoon Pepeng definitely wrought havoc to Labey and Luneta. In Luneta, in particular, the effects of the typhoon were aggravated by the destructive large-scale mining. Hearing the stories from survivors and seeing the destruction themselves, I realized how important it is that communities learn how to prepare for and respond to both natural and human-induced disasters.</div>

<p>It was past 7 o&#8217;clock in the morning of March 22 when we left Baguio and started traveling the mountain roads that will lead us to Bokod and Itogon. We were to learn about the impacts of Typhoon Pepeng (International name: Parma) in the villages, the response of the residents in these areas and the dangers that they continue to face.</p>
<p>It has been five months after typhoon Pepeng hit Northern Luzon, but as we traversed the slopes of Bokod and Itogon, we still saw evidences of Pepeng&#8217;s destruction.</p>

<p><strong>Remembering Pepeng</strong></p>
<p>Our country has not yet recovered from the effects of Typhoon Ondoy (International name: Ketsana), when in October, eight days after Ondoy exited the country, typhoon Pepeng lashed the Northern part of Luzon, making three landfalls over the same area.</p>
<p>It caused massive flooding and landslides in Regions I, II, and the Cordillera Administrative Region which isolated major cities and blocked major highways.</p>
<p>The number of casualties reached 719. Of this, 465 were killed, 207 were injured, and 47 remain missing. In the landslide-hit area of Cordillera alone, 346 people were confirmed dead.</p>
<p><strong>First Stop: Labey, Bokod</strong></p>
<p>Two pick-up trucks took us to Labey, one of the sitios in Barangay Ambuclao, 4 km away from the town proper of Bokod in Benguet Province. There are 57 families or 320 people in the area. Their key sources of income before typhoon Pepeng were gardening, farming, and vending of tilapia fish and vegetables.</p>
<p>Sitio Labey and neighboring villages were isolated for almost two months due to landslides. Although no deaths or serious injuries were reported, local agricultural lands and infrastructure were destroyed and more than 50 families were devastated when the river grew and overflowed in the evening of October 8.</p>
<p>Our ascent and descent by foot gave us a clearer view of the area where Pepeng buried or washed away houses, washed out a church, destroyed fish pens and three footbridges, and filled school buildings with mud.</p>

<p>At 11:30 am, we proceeded to a spot surrounded by trees and tall grasses. There, a short program consisting of speeches and sharing of experiences was held. I listened attentively to Mary Bugtong, chairperson of the Labey Indigenous People Community Association (LIPCA) as she recounted the community&#8217;s experience before, during and after the disaster struck the village.</p>
<p>&#8220;It was an unusual night for us. Dogs were barking nonstop, and we heard stones and rocks falling. We thought these could be signs of an impending danger so we quickly moved out to find a safer place to stay,&#8221; she said.</p>
<p>But even the church where they stayed temporarily was very unstable as it was being eaten from underneath by the river.</p>
<p>&#8220;Some family members were also missing. We were crying. We felt relieved when they were later found alive and safe,” Mary added.</p>

Because of this, and the proneness of the area to rain-induced landslides, residents plan to relocate. They have found an area suitable for settlement, but the landowner is still hesitant to give a portion of his land.</p>
<p>It was 2 o&#8217;clock when lunch consisting of tilapia, ricecakes and brewed coffee was served.</p>
