Situation Overview

  • On December 27-28, 2018 before the landfall of Tropical Depression Usman, Storm Signal No. 1 was declared in six (6) provinces of Bicol – Albay, Sorsogon, Camarines Sur, Camarines Norte, Catanduanes and Masbate.
  • On December 29, 2018 around 6:00am, TD Usman made its landfall over Borongan, Eastern Samar. It dumped large volumes of rainfall in parts of Luzon and Visayas. In Bicol, heavy rainfalls were visible in six provinces.
  • Large volumes of rainfall in two days (equivalent to one month) caused massive flooding and landslides in the . The provinces of Albay, Sorsogon, Camarines Sur and Camarines Norte were placed under state of calamity.
  • As of January 1, 2019, Bicol casualties reached 70 as per Office of Civil Defense (OCD) report but a total of 119 deaths were reported on the ground; 36 injured and 14 missing but expected to climb up since retrieval operations is still going on. Most deaths were due to landslides and drowning.
  • As of January 1, 2019, production loss in agriculture was pegged at P368M affecting 15,406 farmers in the region.
  • According to Bicol OCD, a total 546 barangays with 204,003 families were affected and almost 34,000 families were displaced. Of these, a total of 10,453 individuals evacuated.
  • Affected families complain of inadequate food and hygiene supplies.
  • Lack of kitchen facilities and utensils was also noted since their belongings were washed out during flooding and landslides. Loss of clothing was also noted.
  • No income source for families who are into fishing and farming to address non-food needs like transportation, educational needs of the students and household supplies.
  • Most barangays in Sagnay and Buhi in Camarines Sur and Tiwi, Albay and other adjacent barangays are still submerged in floods.
  • Pipelines as source of potable water were destroyed by landslides in Tiwi, Albay. Domestic water supply is limited and affected families with small water containers are not able to store enough water.

TABI Staff and volunteers are continuously conducting Damage, Needs, and Capacities Assessments (DNCA) with local implementing partner Bikol Movement for Disaster Response (BMDR) and people’s organizations. To address immediate food needs in selected affected barangays, TABI conducted Mobile Hot Meals Delivery in Bgy. Sugod, Tiwi on January 1 and Bgy. Joroan, Tiwi on January 2.
