The people living beside the train tracks in Metro Manila were relocated to Northville, Bulacan through a housing program by the government. When Typhoon Ondoy struck, the substandard structures that were built for them were instantly destroyed by the floods. Apparently, the government relocated them to a high-risk area — beside a river.
