Overall Situation

The strong winds and rain have abated. Clearing operations and recovery efforts have begun in the different provinces.

CorDisRDS staff and partner peoples’ organizations continue to conduct monitoring with the aim of contacting the far-flung communities who were unable to communicate during the typhoon. Partners and staff are also currently coordinating with the local government units in the different provinces.

Power supply is being restored but majority of the provinces are still experiencing blackouts. Communication is functional is the provincial centers but there is difficulty in contacting far-flung communities who may have been greatly affected

There were 50 landslide incidents reported in the region. These landslides caused road closures shelter damage, damage to livelihood, and casualties. There were also 8 flooding incidents and 1 sinking.

Most of the major roads leading to Baguio City are closed. Ambuklao Road, Kenon Road and Halsema Highway are closed. Marcos Highway is one lane open to all types of  vehicles. Naguilian Road is open to all types of vehicles only. 3 road sections and 1 bridge in the region are currently closed to traffic due to road slips, road collapse, landslides, debris flow, rock slides and falling trees

Based on various reports, there are 17 dead and 12 missing. Additional information is still being obtained

According to the Department of Social Welfare and Development, there are currently 174 active evacuation centers where 17,004 individuals are currently staying.

Immediate needs identified by provincial partners are immediate food relief, livelihood assistance and shelter repair assistance. 

Provincial Situation

KALINGA

The strong winds and rain have abated.

The province is still experiencing total blackout since 5:00PM of September 14, 2018. Communication lines in the provincial centers are functional but there is difficulty contacting upland communities.

There were four flooding incidents and 11 landslides reported in the provinces. These incidents caused damage to agriculture and road closures.

Road Status

Some provincial roads are not passable due to landslides, road collapse or damage to bridges. Road clearing operations have begun in some portions.

Evacuees

Based on reports from the Kalinga Provincial Police Office, as of 8:00 AM September 16, there were 2,304 families or 8,459 individuals who evacuated preemptively or during the typhoon.

Agriculture

There is widespread damage to agriculture as the typhoon hit in the middle of rice and corn planting season.  High-value crops such as semi-temperate vegetables were also damaged in the upland municipalities

Shelter

Barangay Balong in Tabuk City, Kalinga reported 150 partially damaged and 30 totally damaged houses.

Casualties

There is 1 reported casualty in the province The individual died due to head injuries from falling rocks.

ABRA

The winds and rain stopped and clearing operations and repairs have begun.

The province is still experiencing total blackout since 2:00 AM of September 15, 2018. Communication lines in the provincial centers are functional but there is difficulty contacting upland communities.

Evacuees

As of 8:30 AM September 16, no additional data on evacuees has been obtained. Latest data shows that there are a total of 1,124 individuals from the municipalities of Bucay, Bangued, Lagayan, Salapadan, Luba, San Juan, Villaviciosa and Licuan-Baay who evacuated to the different evacuation center. The mains cause of evacuation is swelling of the Abra river and its’ tributaries.

Road Status

The Abra-Ilocos Norte road is closed to traffic due to road collapse and damage to slope protection.

The Abra-Ilocos Sur road is closed to traffic due to fallen trees.

The Abra-Kalinga road is closed to traffic due to landslides.

Agriculture

There is widespread damage to rice in the lowland areas of the province. The are no estimates to the total land area and value of damages.

MOUNTAIN PROVINCE

Strong winds and rains continue to affect the province. Red rainfall alert is still raised.

The province is experiencing total blackout since September 14, 2018. Communication lines in the provincial centers are functional but there is difficulty contacting far-flung communities.

There were 19 reported landslide incidents in the province. These incidents caused road closures shelter damage, damage to livelihood

There were 2 flooding incidents in Barangay Samoki, Bontoc and Sitio Lanao, Bontoc due to swelling of the Chico River.

Road Status

The main access road to Mountain Province which is Halsema Highway is closed to traffic due to falling rocks and landslides in various portions.

 Evacuees

The municipalities of Bauko, Besao, Barlig, and Tadian conducted preemptive evacuation.

67 families in the Municipality of Tadian evacuated.

Agriculture

There is widespread damage to agriculture. The main crops affected are semi-temperate vegetables and rice.

Shelter

The Municipality of Tadian reported 61 partially damaged and 3 totally damaged houses.

Casualties

At 2:00 AM of September 16, a mudslide buried a house where a family of 8 was living in Bontoc, Mt. Province. 2 family members were retrieved while the 6 are still missing.

 IFUGAO

CorDisRDS staff are currently conducting monitoring activities.

The province is experiencing total blackout since September 15, 2018. Communication lines in majority of the province are down as of 8:00 AM September 16.

There is landslide incident in the Municipality of Asipulo that cuased the Antipolo road to close.

 BENGUET

Strong winds and rains continue to affect the province. Red rainfall alert is still raised.

Majority of the province is still experiencing blackout since 5:00PM of September 14, 2018. Only 4 % of power supply has been restored Communication lines in the provincial centers are functional but the Smart network is down in most municipalities.

As of 8:00 PM September 15, there were 5 reported landslide incidents. These landslides caused road closures, casualties, damage to power lines and damage to livelihood.

 Evacuees

There are evacuees reported in the municipalities of La Trinindad, Itogon, Bokod, Kabayan, Bakun and Tuba.

Agriculture

There is widespread damage to agriculture. The main crops affected are semi-temperate vegetables. Some farmers harvested their prematurely to minimize losses.

Casualties

There were 2 reported dead and 2 missing in Barangay Loacan, Itogon due to a landslide.

 APAYAO (Municipality of Conner)

The Municipality of Conner has been experiencing total blackout since September 14, 2018. Communication lines are also down so there is difficulty in contacting staff who are conducting monitoring.

There are reported evacuees in Barangays Ili and Malam. So far the number of evacuees is 70 families or 315 individuals. More evacuees are expected to be added as information comes in.
